The Study of the Causal Conditions on the Generosity of Disability Welfare Policy

Abstract
This study analyzed the causal conditions that influence on the generosity of compensation policy and integration policy for people with disabilities in OECD 19 countries by using Fuzzy Set Qualitative Comparative Analysis(Fs/QCA). For the outcome conditions, this study used the indicating data assessing the generosity of compensation policy and integration policy for people with disabilities which has been introduced by the OECD(2010). For the causal conditions, we set the GDP per capita, electoral system typology, left-party proportion and total social expenditure ratio. As a Result of the analysis, first; the crucial causal condition for enhancing the compensation generosity was proportional representative electoral system. When reviewing the conjunctural causal conditions for the compensation generosity; while proportional representative electoral system and left-party was important causal conditions, compensation generosity increased in the condition of either high GDP or high social welfare expenditure when combined with the proportional representative system. Although it is in the low left-party ratio. Second; left-party ratio was the crucial causal condition for high integration generosity for the disabled. Reviewing of the combined causal conditions, integration generosity was improved when combined with high left-party ratio and GDP at the same time. However, in the condition of mixed-electoral system with high GDP and Social welfare expenditure ratio, the integration generosity for the disabled was also likely to be in the higher level.
